Finland is actively seeking international talent to address its labor market demands and the shortage of skilled workers. The Finnish government is keen on making the nation an attractive destination for both international employees and employers. Concerns have been raised by the business community about the availability of labor, prompting the Minister of Employment to prioritize seamless international recruitment.


The Government Programme emphasizes recruiting foreign professionals, especially in sectors facing labor shortages, such as higher education, healthcare, social welfare, export industries, and seasonal work. Four countries have been identified for targeted recruitment: India, Brazil, Vietnam, and the Philippines.


Efficiency in the permit system is crucial. The Finnish Immigration Service aims to reduce the work-based residence permit processing time from nine days to just one week. Additionally, there will be more flexibility for those with work-based residence permits, allowing them to switch employers within the same sector or in sectors with labor shortages. Support will also be provided for re-employment if their initial job ends.


To not only attract but also retain international talent, Finland is leveraging its reputation for a safe, family-friendly society. The well-being of the entire family is considered when planning services, ensuring they feel welcome and integrated. Investments in services like English-language education and smooth banking have been identified as crucial. The Finnish labor market's commitment to equality, non-discrimination, and the prevention of exploitation further enhances its appeal.
